Apps Open on Hidden Monitor in Headless Mode

I just got my LunaDisplay and have been struggling to use my iPad as the headless display for my Mac Mini. It seems that as long as my TV is plugged into my Mac, it is recognized as a second monitor, even if it’s turned off.

Sometimes apps open off of my iPad screen and the only solution seems to be plugging a mouse into my Mac, turning on my TV, and dragging the window back to my iPad. I also can’t find a way to navigate between full-screen apps. How is this supposed to work as a functional headless display for a Mac Mini?
