I’m wondering if I can open filters that are located in the plugin folder using a shortcut. Would be very helpful.

Photoshop doesn’t usually have a shortcut by default, but maybe this might be something to try –
In Photoshop, go to Edit, then select Keyboard Shortcuts.
In the menu that pops up, select Filter.
Each filter should be listed, scroll down to Topaz Labs,
and each of your Topaz Lab filters should be listed. Select the one you want to add a shortcut to, and a box will show to the right of it where you can add a new command. Click accept to make the change.
Afterwards in Astropad, add the new command in the shortcuts sidebar.
